If you've been researching electrical installations, you've probably come across the question: when did metal consumer units become law?
The short answer is that metal consumer units did not technically become a legal requirement. Instead, the IET Wiring Regulations introduced a requirement for consumer units and similar switchgear assemblies in domestic premises to have a non-combustible enclosure, or to be enclosed within a suitable non-combustible cabinet.

Why Was the Requirement Introduced?

If sufficient heat develops inside a combustible plastic enclosure, the enclosure itself could potentially ignite and contribute to a fire spreading.

Seeing a plastic consumer unit in your home doesn't mean you need to arrange an immediate replacement.
The better question is whether the existing electrical installation remains safe and suitable.
Replacement may be appropriate if:
- The enclosure is damaged
- There are signs of thermal damage
- Protective devices are inadequate for the installation
- Significant electrical alterations are planned
- An Electrical Installation Condition Report identifies issues
- The consumer unit has reached the point where upgrading provides a sensible safety improvement
A qualified electrician can inspect the installation and advise whether replacement is necessary.
What Features Do Modern Consumer Units Include?
Consumer-unit design has continued to develop since the non-combustible enclosure requirement was introduced.
Depending on the installation, a modern unit may incorporate:
RCBOs
RCBOs combine residual-current and overcurrent protection for individual circuits. Using individual RCBOs can also reduce the number of circuits affected when a fault occurs compared with some older arrangements using shared RCD protection.
Surge Protection Devices
SPDs are designed to protect electrical installations and connected equipment against transient overvoltages.
Requirements around surge protection have developed under the 18th Edition, so electricians need to consider the current regulations when designing new work.
Arc Fault Detection Devices
AFDDs detect characteristics associated with dangerous electrical arcing and are required for certain circuits and premises under current BS 7671 requirements.
Again, their use is separate from the rule that originally drove the move towards metal consumer units.
Are Metal Consumer Units Required in Commercial Buildings?
Regulation 421.1.201 specifically addresses consumer units and similar switchgear assemblies within domestic premises.
That doesn't mean commercial electrical installations can ignore fire safety. Commercial and industrial installations have their own design requirements and need to comply with the relevant parts of BS 7671 and other applicable requirements.
Metal distribution boards and switchgear are already common in many commercial environments because of their durability and suitability for the installation.
The correct enclosure should therefore be selected for the particular environment rather than assuming that the domestic consumer-unit rule applies identically everywhere.
Choosing a Modern Consumer Unit
If you're replacing a consumer unit or installing a new electrical system, the unit needs to suit both the property and the design of the installation.
Modern electrical consumer units for circuit protection are available in different sizes and configurations, allowing electricians to select the appropriate arrangement for the number of circuits and protective devices required.
It is also sensible to consider future requirements. Leaving appropriate capacity can make later alterations easier than installing a unit with no practical room for expansion.
Consumer-unit replacement is not a DIY job. The work should be designed, installed, inspected and tested by a suitably competent person in accordance with the applicable requirements.
